changes to user accounts disappeared

I installed openKM 5.0 on windwos server 2003, and it works fine.
I've added some user account via web page interface.
The problem is that all new user accounts will disappeared after the sytem is restarted.
It seems like the whole user account function is being reset.

I've tried openKM 5.0 beta and RC1, still have the same problem.
There is no further information in installation guide.
Do I missing some settings?

Please help, thanks.
