I've seen the screenshots, but which is the bug, you select changing to english and not changes the UI ? Which OpenKM version ?
see the first jpg file, the menu display english,the dashboard tab panel bar display chinese.

This bug has been solved and will be include in the next OpenKM release. May be in OpenKM 5.0 final or RC1. Can you test it on the online demo? http://demo.openkm.com
