okmAdmin is the superuser, can do anything. Why you want it ?

AS a technician I can't agree more. The reason is that management wants to have possibility to make a restricted subset of docs impossible to read to anyone else than themselves. As often happens, okmAdmin would instead be a tech guy (out of management).

I was supposed you wanted for it, but I must be sure. You want encrypt in this case.

Must understand on any environment must be a super user, like root on linux or administrator with Windows, that has no limitations to accessing documents. The solution if you want to preservate information for this kind of users is encryption.

Take a look here:
http://wiki.openkm.com/index.php/Cryptography

But this extension is only available for our supported installations.
