I want to know that how to send a notification mail to all users when a file is uploaded in OpenKM 5.1.8...

You should configure mail poll, take a look at

We encourage to upgrade to version 6.2.x

First backup your systen then you should upgrade to 5.1.11 (

http://wiki.openkm.com/index.php/Migrat ... .11_to_6.2 ( in this case steps are exactly the same for 6.2.0 or 6.2.2, you can directly migrate from 5.1.11 to 6.2.2 which is the actual latest version ).
