description Access to the specified resource (Access to the requested resource has been denied) has been forbidden.

If we are talking about version 5.1.10 and older:
You have not assigned UserRole to user, all users must have it it's a connection role, then in okm:root etc you should not propagate that's why users should have UserRole and others ( which are used into repository ).
