Not possible, you must configure mail service to OpenKM can send mail notifications, that's mandatory.

In other hand, professional extensions comes with messaging http://wiki.openkm.com/index.php/Messaging I don't know if it could be useful to you ( but the professional extensions features are only present in our customers installations, these are extensions http://wiki.openkm.com/index.php/User_Guide)
