Internet Access for OpenKM

I've seen this message pop up:

The system has generated an error

OKM-009006(GetAllGroups): Application internal error

Server returned HTTP response code: 403 for URL: http://www.openkm.com/dtd/property-groups-1.1.dtd

This would be because the OpenKM server doesn't have access to the internet. Will this affect functionality?

As is explained in wiki if you've not internet acess on your server must do some configuration changes, take a look:
