Hi,
Probably a dumb question but why is it that some links on wiki I can access and then others are locked and I have no way to register

Yes, in the main wiki page there is a link to make the subscription with PayPal.

How long does it take for the subscription to be active?

It's annual ( one year ). After it you can renovate or not.
