I`m looking for the most effecttive way to upgrade from 6.3.5 CE to 6.3.11 CE.

Do i have to crawl all the versions up or make a fresh install and restore a 6.3.5 backup?

Just follow the migration guide https://docs.openkm.com/kcenter/view/ok ... guide.html ( have a backup is always a good practice ).
