Template creation.

Hi,
Iam not able to create a new template in OpenKM.
Its showing on read access.
How can i create a new template folder structure.
Using template can i define new folder structure while creating a new folder.
For ex: Can i create a folder tree structure some thing like this using templates:
Department
|
|_ _ Teachers
|
|_ _ Students
|
|_ _ Research
|
|_ _ Prizes
and use this folder template while creating new folder from taxnomoy.
