By default in SAAS ( cloud ), there's no limit on number of tenant, but better if you ask the question using our website contact http://www.openkm.com/en/contact.html and one OpenKM team manager will help you on clarify your needs.
About upload speed possibilities are like a network connection, but here you must have in mind which is your actual internet network connection. If your internet network connection has upload limit then you will not reach max upload speed available.
