You're thinking about catalog system based on categories etc... in this case is better upload all files in the same folder, and based on metadata asociated to a document ( or category ) "some logic you set" automatically move the file. We're working on file plan, what will be available at feabruary march 2014 what idea is catalog based on document type or extra logic. I think your problem goes in that direction.
