I installed the OpenKM 6.2.0 Community release on a Pentium 4 with Ubuntu 12.04.1. It works fine with the localhost connection but I can't access it on a LAN, using IE8 and Firefox 22.0. startup.sh seems to ignore arguements so appending -b 0.0.0.0 doesn't make any difference. Is there some tomcat configuration I need to do to make it work? Mil gracias for help with this.

This is a new installation, because I suggest installing the latest 6.3.8. The parameter "-b 0.0.0.0 " has no sense in tomcat, that was for a very very old version based on JBoss I think you have been read old documentation either https://docs.openkm.com/kcenter/view/okm-6.3-com/

In case of new installation use the OKMInstaller wizard as is shown in this video https://www.youtube.com/watch?v=WJrkD2BdAJo

Finally, Ubuntu version 12.X is a very old deprecated version, consider upgrading or migrate to another computer.
