Get messy codes in file name while downloading document with Chinese by API getContent()

Hi, when i using getContent() to download the documents under IE9, the chinese file name will displayed as messy codes. But everything works fine while using the OKM portal.
Anyone can help?

above codes is in the openkm-joomla extension.

The issue is about joomla explorer, what is downloading the file with a wrong file name. Is that ?
